Inspector Dolores Morales and Deputy Inspector Bert Dixon, former guerrillas now working in the Nicaraguan police’s Narcotics Division, investigate the disappearance of a woman. Their only clues are an abandoned yacht off the coast of Laguna de Perlas, suspected of carrying drugs, a burned book, and a bloodstained T-shirt; later, a suitcase containing $100,000 and a wedding dress will also turn up. The detectives set up an unusual surveillance network involving both the DEA and Doña Sofía, a cleaner at the police station.

The situation heats up when a series of murders follows, including the killing of the key witness. Chaotic, sweltering Managua becomes the backdrop for the investigation as these two police officers, armed with grit, humor, and courage, take on the powerful Cali and Sinaloa cartels.
