It is estimated that by 2030—the\nhorizon set by the international community for achieving\nthe Sustainable Development Goals—more than half of\nthe world’s poor will be living in countries affected by\nhigh levels of violence. Information and communication\ntechnology, population movements, and climate change\nare also creating shared risks that must be managed at\nboth national and international levels.\n\nPathways for Peace is a joint United Nations–World\nBank Group study that originates from the conviction\nthat the international community’s attention must\nurgently be refocused on prevention. A scaled-up\nsystem for preventive action would save between\nUS$5 billion and US$70 billion per year, which could\nbe reinvested in reducing poverty and improving the\nwell-being of populations.\n\nThe study aims to improve the way in which domestic\ndevelopment processes interact with security, diplomacy,\nmediation, and other efforts to prevent conflicts\nfrom becoming violent. It stresses the importance of\ngrievances related to exclusion—from access to power,\nnatural resources, security and justice, for example—that\nare at the root of many violent conflicts today.\nBased on a review of cases in which prevention has\nbeen successful, the study makes recommendations for\ncountries facing emerging risks of violent conflict as\nwell as for the international community. Development\npolicies and programs must be a core part of preventive\nefforts; when risks are high or building up, inclusive\nsolutions through dialogue, adapted macroeconomic\npolicies, institutional reform, and redistributive policies\nare required. Inclusion is key, and preventive action\nneeds to adopt a more people-centered approach that\nincludes mainstreaming citizen engagement.
