In this timely study, a former member of Congress charges that the recent procedural reforms in the legislative process have been an important element in what he sees as the failure of the House of Representatives to meet its responsibilities in the area of foreign policy. Those reforms have made Congress more responsive to the public but, paradoxically, less able to govern effectively.
